System Maintenance
Maintenance of transmission lines is performed in accordance with the Regulation on Technical Operation of Power Plants, Substations and Power Lines of the Power System.
Centralized management of the energy system is performed by the Directorate of Energy System Utilization.
The basic task of the Energy System Utilization Directorate (DSHSE1) is the operational and technical-economic management of the energy system, in such a way as to ensure: its sustainability, safe and non-breakdown operation of units and equipment, uninterrupted power supply according to normal parameters, rational use of water reserves and fuels.
For the control, maintenance and overhaul of high voltage overhead power lines, power system enterprises must have special line brigades.
Their number for each enterprise and the number of specialists and workers for each brigade, should be determined based on the number of high voltage lines, their length and the terrain where they pass.
Line brigades must be equipped with special vehicles, spare material, tools, tools necessary for the control, maintenance and overhaul of power lines.
The engineering-technical personnel in charge of the operation and maintenance of the power lines must keep the technical documentation of the lines of the region.
For each line a separate register must be kept where all the characteristics of the line (voltage, conductor and truss section, number of intermediate and anchor poles, line length and characteristic camp, nominal power or current allowed, type of protection placed on the line, etc.)) the results of measurements and controls made on the line and the time when they were performed, the works performed during the planned breakdowns and overhauls as well as the changes that occur in the line and its route.
For each control and works that are done on the line, a special act must be kept, which is signed by the leader of the group that performs the control or works.
The acts are submitted to make relevant entries in the line register and to draft a work plan for the overhaul of the line. Also, all defects and breakdowns that occur on the line must be recorded in detail, recording the cause, the action of the relay protection, the automatic, the type of defect, the measures taken, etc.

For all defects that threaten the normal operation of the lines, the line controllers immediately notify their managers in order to take immediate measures to eliminate the defects until the out-of-line lines are repaired.
These controls are mandatory in high voltage power lines.
- Day checks without entering the pillar, which are performed:
- By line controllers once a month.
- From the engineering-technical staff of the enterprise not less than once a year.
- Night checks without entering the pole, which should be done once in 3 months;
- Day checks by entering the pole under voltage, should be done by the most qualified workers (not less than 2 people) of the line brigade 2 times a year.
- Out-of-line controls, which should be done after days with storms and atmospheric discharges, during frost, ice, intensive melting of ice and snow, observations of streams and rivers near the lines in case of fires near the three lines that and for each disconnection from short-circuit relay protection. For the latter case the control must start no later than 16 hours from the time of disconnection of the line.
The term and volume of works in the medium and capital
remotes of high voltage lines are determined depending on the results of
inspections, measurements and preliminary tests.
Secondary overhaul should include the following: bolt
tightening, insulation of damaged insulators and details, repair of damaged
conductors and trusses, elimination of weak connections, direction of columns,
restoration of columns and warning plates, repair of pillar earthing and
clearing of the line route.
Capital overhaul, in addition to the works done in the
secondary overhaul should also include the repair of poles, complete or partial
replacement of conductors, withdrawal of conductors, works for earth renewal,
etc.
It is forbidden to make changes to the structure of the
columns during the overhaul without making appropriate calculations.
In the transmission lines it is allowed to perform works without
voltage relief only in case these works are performed in accordance with the
requirements of the Technical Security Regulation.
Directorate responsible for the maintenance and use of high
voltage lines at OST sh.a. is the Directorate of Operation, Maintenance and
Transmission.
For the maintenance of the system, under the subordination
of this directorate are 6 operating units of OST sh.a divided according to the
respective regions:
Shkodra Operational Unit
Burrel Operating Unit
Tirana Operational Unit
Fier Operational Unit
Elbasan Operational Unit
Korça Operational Unit
Also near OST sh.a. the most specialized maintenance unit, the Transmission Maintenance Unit also operates.
To guarantee a safe operation of the Power System, special attention is paid to the maintenance of the transmission network by performing rigorously and with quality all planned overhauls, eliminating in the shortest possible time breakdowns and defects that occur in the system. transmission:
The annual overhaul plan is carried out in accordance with:
- Transmission network code
- Regulation of use
- Coordination with neighboring countries (Maintenance Group)
The technical capacity of the exchange with neighboring countries is sufficient to carry out the necessary exchanges and transits required at any time however in certain periods, there is congestion of transmission capacities in the interconnection.
LINES MAINTENANCE
The transmission lines are controlled by the line brigades included in the operational units according to the areas connected throughout with the defined regulation and the technical security regulation.
The overhaul plan for the extraction of lines in the overhaul takes on the basis of defects, types of defects, increasing with the substation sector for the extraction of tracts in the overhaul, of other OST sectors sh.a. and conditioning on overhaul of interconnection lines.
Also for the overhaul of some 110 kV lines, the impact on the operation of local / private faults that are connected to your system by lines is taken into account.
The overhaul plan also takes into account the elimination of all defects in the transmission lines by strictly implementing the equipment regulation.
The line sector performs periodic on-site control in carrying out important overhauls on the 400kV, 220 kV and 110kV lines, instructs and asks the managers of the works to provide organizational and technical measures to create safe working conditions.
